[GRASS-PSC] RFC 8 Amendment: Python Language Support

Dear PSC members,

I would like to amend RFC 8: Python Language Support. The current text does
not fully reflect what we actually need to do for the grass-addons repo. I
implemented the change as the change of the original text (not as a new
amendment section). Here is the PR:
