Your /usr/local/lib is identical with mine, and for me no 
--configure-args='' are needed in any case. I cannot debug your setup 
directly, so you'll need to unpack rgdal_0.4-10.tar.gz, and edit 
configure.in (putting in echo of shell variables of interest), run 
autoconf, and see how you go. You can try sh -x configure as well as 
./configure. I'm sorry I can't help more, but I don't have a system like 
yours, so cannot replicate.
