so we maybe narrow down the problem.
here on my side Rscript.exe lives in :
C:\Program Files\R\R-3.3.1\bin
can you have a look at it if the exe is there?
and start a normal windows console, just the one which is delivered by
windows itself and type RScript
here on my side:

--no-init-file and --no-environ
'file' may contain spaces but not shell metacharacters
Expressions (one or more '-e <expr>') may be used *instead* of 'file'
