[GRASS-stats] spgrass6 archived on CRAN

The old spgrass6 CRAN package has been archived, as GRASS 6 was last 
updated many years ago.

rgrass7 will be archived when the rgdal package is retired at the latest 
in 18 months. It will be complemented before summer 2022 by a new rgrass 
package using terra (and oprionally sf) for file transfer.
