[GRASS-translations] Transifex Migration to OSGeo Weblate for GRASS Translation

Dear GRASS GIS Translators,

The GRASS GIS PSC decided to migrate our translation platform to OSGeo
Weblate (https://weblate.osgeo.org/projects/grass-gis/) because this
open-source (GPLv3+) tool provides a seamless integration with GitHub
(e.g., aggregated auto-PR, auto-pull new messages, etc.) and is also
sponsored and backed up daily by our mother organization, OSGeo. We already
started using this platform (https://github.com/OSGeo/grass/pull/2271) and
it is our best interest to avoid any merge conflicts in our future
translation efforts. If you don't already have an OSGeo account, please
follow these steps to get started:

1. Go to https://id.osgeo.org/ldap/create
2. Check Translate project and type GRASS GIS
3. Fill out your affiliation
4. Enter mantra: PLEASE CHECK
https://www.transifex.com/grass-gis/teams/45198/discussions/21111/ for this
*secret* key (I guess ;-).

Once your OSGeo account is set up, go to
https://weblate.osgeo.org/projects/grass-gis/ to start translating on the
new platform. Please let us know if you have any questions about this
