Interdisciplinary Geographer (Geographic Information Systems), Biologist
(Geographic Information Systems), GS-150/401-9/11 ($26,798/$32,423 per
annum). This position is interdisciplinary and may be filled by one of
the listed disciplines.
Duty Location: National Park Service, Lakewood, Colorado
Who May Apply: All citizens of the United States. No previous Federal
experience is required.
Working Conditions: Six to ten nights per month of travel is required.
Description of Duties: The incumbent aids senior staff in performing the
scientific and technical functions associated with a servicewide program which
identifies, researches, develops, and tests technologies and techniques to
provide new or enhance existing capabilities for theme development
(e.g. remote sensing, image processing, sensor systems), GIS data base
development (e.g. data conversion, data processing), and GIS analyses
(e.g. applications, modeling, expert systems, artificial intelligence);
assists in conducting the operational assessment of newly developed tools and
writes documentation of those tools which are considered successful for
inclusion in the agency "Handbook"; provides scientific and technical
information for the development of policy, guidelines and standards on
geographic data technologies; participates in developing procedures to
oversee evaluate, validate and enforce compliance, with policy, guidelines, and
standards that pertain to geographic data technologies, techniques and
procedures; assists in providing information and guidance related to the
scientific technical and operational aspects of remote sensing, image
processing, photointerpretation, data needs, data sources, data acquisition,
theme development, GIS data processing, data conversion, data base development,
technique development, applications and related functions on a servicewide
basis; presents project results through briefing sessions or written
reports; demonstrates to interested individuals and groups both in and outside
the government the software and hardware capabilities of the Geographic Data
Technologies Branch, and current or past project work; and aids in conducting
theme development, data base development and a variety of applications for a
servicewide program.
Qualification Requirements: Basic requirements, one year of specialized
experience, and the additional requirements as described below:
Basic Requirements for Geographer:
A. Successful completion of a full 4-year course of study in an accredited
college or university leading to a bachelor's or higher degree in
geography; or related physical or social science such as geology,
meteorology, economics, statistics, sociology, anthropology, political
sciences, history, cartography, computer science, urban studies, or
planning, which includes at least 24 semester hours in geography or
related fields.
OR
B. Combination of education and experience - courses equivalent to a major in
geography, or a related field which includes at least 24 semester hours in
geography or related fields, as shown in A above, plus appropriate
experience or additional education for a total of four years. This
education/experience must demonstrate that the applicant possesses the
knowledge, skills, and abilities required to perform the work of this
position and is comparable to that normally acquired through the
successful completion of a full 4-year course of study as described in
"A" above.
Basic Requirements for Biologist:
A. Successful completion of a full 4-year course of study in an accredited
college or university leading to a bachelor's or higher degree in
biological sciences, agriculture, natural resource management, chemistry,
or related disciplines appropriate to this position.
OR
B. Combination of education and experience - courses equivalent to a major as
shown in A above, plus appropriate experience or additional education for
a total of four years. This education/experience must demonstrate that the
applicant possesses the knowledge, skills, and abilities required to
perform the work of this position and is comparable to that normally
acquired through the successful completion of a full 4-year course of
study as described in "A" above.
Specialized Experience: One year of specialized experience in or directly
related to the work of this position which has equipped the applicant with
the knowledge, skills, and abilities to successfully perform the duties of
this position. To be creditable, specialized experience must have been
equivalent in level of difficulty and responsibility to the next lower grade
level in the Federal service.
Substitution of Education For Experience: At the GS-9 level, two full academic
years or progressively higher level graduate education or a master's degree or
equivalent graduate degree in an appropriate field may be substituted for the
required specialized experience. At the GS-11 level, three full years of
progressively higher level graduate education or Ph.D. or equivalent doctoral
degree in directly related fields may be substituted for the required
specialized experience. Graduate education must demonstrate the knowledge,
skills, and abilities necessary to perform the duties of this position.
(Eighteen semester hours or 27 quarter hours or the number of credit hours the
school attended has determined to represent 1 year of full-time study is
considered to be equal to 1 full year of graduate education.)
Additional Requirements: Applicants will be evaluated on the extent to which
they possess the following requirements:
- Knowledge of the theories, principles and applications of the biological
and/or geographical sciences as related to the application of GIS,
remote sensing and image processing technologies for the production of
GIS data bases. (Mandatory)
- Ability to devise new concepts, approaches, techniques or procedures in
synthesizing the GIS, remote sensing and natural/social sciences fields for
producing accurate, cost effective and usable data bases. (Desirable)
- Ability to devise new concepts, approaches, techniques or procedures in
synthesizing the GIS, remote sensing and natural/social sciences fields for
developing new policies, standards and guidelines on geographic data
technologies. (Desirable)
- Knowledge of the equipment and software applied to GIS applications; data
acquisition analysis, refinement and display and image processing,
including UNIX-based systems. (Desirable)
- Ability to communicate orally and in writing.
Basis of Rating: Applicants will be rated on the basis of education and
experience appropriate to this position. Only education or experience acquired
by the filing deadline will be considered. Applicants should address in
