This is Bill Goran's perspective on SCS GRASS:

||GRASS 4.0 and SCS GRASS are supposed to be one and the same. This
||may not be the case, however, as USACERL and SCS are still struggling
||to bring their slightly divergent set of programs into a single,
||inclusive, but not confusing, package.  The SCS folks in the National
||Cartographic Center in Ft. Worth should be able to answer this
||question with full authority, so I suggest you contact Richard
||817-334-5559 on the matter.  He does not have an internet email address,
||to my knowledge.  If there are still differences in the 4.0 release,
||then the plan is to have subsequent releases be EXACTLY the same.
