CORPSCON/NADCON

The office of GRASS Integration has received a copy of CORPSCON (on floppy)
We have not yet evaluated it. Both the ability to do datum shifts NAD27 to NAD83
(which I think CORPSCON deals with) and the ability to convert data layers
from one projection to another is an important feature that GRASS currently
lacks. The ability to do projection conversio for vector files
will be in 4.1 but you must have both a K&R compiler (for GRASS generally)
and and ANSI-C compiler for the library which contains the projection code.

As for CORPSCON, I would like it to be integrated into the logic of the
v.proj, but that is unlikely for 4.1. We hope to at least make it
part of the contributed code (either under src.contrib or part of src.garden).
