Nonexistent sites utility

The command s.db that you noticed in a "see also" section 
of a sites man page is a typo, of sorts.  The name of the 
command being referred to is -- s.db.rim.  s.db was an
earlier working version name for the program s.db.rim. The
name change was just overlooked in the "see also" that you
noticed.
