Problem with v.in.arc

you should place all your arc files in a directory called "arc", which
is located in the directory which is designated as your mapset.
for example, my location is austin and my map set is south_austin.
the directory structure would be austin/south_austin/arc.
place all your arc generated files in the arc directory, which you create.
