ADRG in GRASS

A project underway at the Applied Research Labs of University of Texas, Austin for
the Marine Corps has a requirement to generate Arc Digitized Raster Graphics (ADRG)
from scanned map hardcopy. What are the capabilities of GRASS to handle ADRG and
does anyone have an idea where I may obtain ADRG reading/generating software excluding
Geodynamics, ERDAS products?
