Spatial Data Transfer Standards

I recently posed a question as to the status of a GRASS translator
(raster and vector) to meet the mandatory requirements imposed by
the Spatial Data Transfer Standards (SDTS).
The response I received directed me to the last issue of GRASSclippings
Cartographic Issues Section. This article mentioned that SDTS requires
a data quality report. While metadata is an important facet of the SDTS
issue, the real point of my initial question concerned the status of
the actual SDTS vector and raster translators within GRASS.
While SDTS went into effect on February 15, 1993, it does not become
mandatory until February 15, 1994. At that time ALL FEDERAL AGENCIES
will be legally required to transfer spatial data in ONLY SDTS format.
SDTS formats have been established for both raster and vector data.
My question again is what is the status of a translator to convert
GRASS raster and vector files into SDTS formats?
Will it be ready by the Feb 94 deadline?
