How about:  using the pbmplus tools, 
		ppmtorast scan_file > rast_file
		r.in.sunrast rast_file
				(into an x, y location)

		i.points and i.rectify to give grass_rast_file
		real world coordinates and move it to your real world
		location.

If you don't have the PBMplus tools that came with GRASS source code: try
getting it from:



    PBMPLUS, by Jef Poskanzer.  Comprehensive format conversion and image
    manipulation package.  The latest version is always available via
    anonymous FTP as ftp.ee.lbl.gov:pbmplus*.tar.Z,
    wuarchive.wustl.edu:graphics/graphics/packages/pbmplus/pbmplus*.tar.Z,
    and export.lcs.mit.edu:contrib/pbmplus*.tar.Z.
