vector clipping script

The other day someone posted a message about a shell script that would allow
you to clip a vector coverage.  I believe there e-mail address was similar to

cactus at moon.cecer.army.mil

E-mail to this address bounced, and I was hoping to contact this individual in
order to obtain a copy of the script.  If this person could send me a private
message, or if someone could mail me the correct address I would be greatful.
