ASCII-Input-Problems

Hello GRASS-users !

I've tried to import an ascii-vector-file using "v.import" or 
"v.in.ascii". I think there is something wrong with this file-format.
Here is a section of the file:

The file has no header!
Is there something to be changed?
What Information is needed in the header?
