V.proj problems

Recently Susan Stitt wrote that she couldn't get v.proj to work
with 4.1.  We haven't had any problem.  The key is to be sure that
the correct proj info has been created in each location.  Proj-info
from 4.0 files will probably have to be redone..GRASS will
say that you've already got proj info but do it anyway.

A note. The correct state plane codes are those in the LTPlus manual
or in the proj manual.  The codes in the ESRI projection manual
will not work.
