GRASS/HEC2 the f.tools

The grass/HEC2 interface written by Terri Betancourt is available 
in src.contrib/CORPS/FLOOD with the current release of grass4.1.
The f.tools were initially written for the Fort Worth District Corps of Engineers 
for use on the Trinity River Basin. We have since used them on other studies
and are very happy with them. 
They have also been used at the Omaha Dist. 
Tim Peterson would have more information about those applications.
