TIGER line categories

Howdy,

I attempted to build a street map from TIGER line data using  

tig.feat.sh t1=/u/cliff/data/layers/NewYorkCo/TIGER/tgr36061.f51 t2=/u/cliff/data/layers/NewYorkCo/TIGER/tgr36061.f52 cfcc=A1,A2,A3,A4

The command seems to execute.  But upon completion, I get the following e-mail:

 doesn't match for a Type 2 record!

When I use d.vect to display one of the dig files, e.g., tgr36061.A1, I get
the following:

 West:  0

Initializing [tgr36061.A1] ... Plotting ... Done

Does this mean that there exists an inconsistency between the first and
second TIGER line files?  If so, can one of them be edited to make them
consistent?
