I can speak only for our group at CERL (environmental modeling and
visualization). We are puting a significant amount of
resources into GRASS development because we haven't found
any other system which meets the needs of our research.
So far, everything we develop becomes part of GRASS.
We have now lots of quite exciting new tools already running
or under development (including the long overdue floating
point). So don't send the flowers yet!

And please don't mix xgrass with grass, the future of GRASS 
does not depend on xgrass and in fact there are several people here
playing with tcl/tk, but it is too soon to tell that this will
be the standard for the future.
