MAPGEN - HP 650C plotter

Work has already been done to allow the user 255 pens with the hpgl
driver.  This change was included in the 4.0 GRASS version.

Essentially, the new driver is exactly the same as the hpgl driver
(not hpgl2) except you may have up to 255 different pens.  The driver
name is calhpgl (a b c d or e ) paper sizes.  See the mapgen 4.1
manual, Appendix I-a, plotter drivers. The color mapping for the pens
is hardware dependent.

I've been working on a driver to the hp650c that supports color postscript all 
the way to e size paper.  It is called "hpcps" and currently supports 255 
default pens.  Colors and widths can be user defined and are setup in two 
support files (i.e., .colortable and .width).  The file formats are discussed
fully in Appendix I-a, .colortable.  This driver functions exactly as the
cps driver used by the Interface.

Hopefully,  I can get something going for the 4.13 release coming out
sometime in June.
