s.voronoi and TIGER polygon labels

Whatever happened to s.voronoi?  I looked for it in incoming on the moon but
couldn't find it.  Also, has someone written a script to extract AND
CATEGORIZE census tra
ts and block groups from TIGER files?  I have generated
each of these two layers, but short of using v.support to label each
polygon, I was wondering if there existed a less painful way to do this.
