proj4.0/mapgen binary ??

The latest MAPGEN Interface src update, version 4.13, will be ready soon and 
placed on the "moon".  This update is based on PROJ 4.3.0, MAPGEN 4.0 and
graphics 4.7.  A postscipt file detailing the 4.13 changes is included
under the $GISBASE/mapgen/docs directory. 
 
I will let the list know when and where the update tar file is at a later
date.

I strongly suggest using "gcc" to compile scr.

If there is interest, the binary version for the sun platform (Sun4.1.3) could
also be included.
