GRASS uses nearest-neighbor resampling.  Your resampling at exactly
half the original resolution means the sampling point is on the
border of four cells.  For a given cell, points along the top and
left border and the top left corner (but no other corners) belong to
that cell, while points at the other corners and along the bottom
and right edges belong to other cells.  So your resample point lies
in the lower right cell of the four it borders.
