v.in.arc - file reading

A directory has been set up called arc in mapets. Within this directory 
are the data files needed for an unlabeled polygon. When v.in.arc is run 
the messages 'file could not be open for reading' or 'cannot find 
ARC/INFO lines file <ffbndr.dat>'. The file is an ascii text file and is 
ungenerated. It is in the proper format for a .pol file as well. Any 
suggestions on why these files appear unreadable would be greatly 
appreciated.
