This is a question that comes up regularly for people in the UK - I've 
not found a 'v.in.ntf' program anywhere - I've started to write some 
hacky code to extract the bits of data we want from the NTF files. This 
is then read in using 'v.in.ascii' - bit of a pain but I don't have the 
time (or skills) to write a full 'v.in.ntf' program.
