Who's organizing GRASS?

Who's coordinating GRASS development? I called 1-800-USA-CERL, and the 
operator told me that she doesn't know who, if anyone, is in charge
of the project.

Also, is there an active GRASS newsgroup? The two that I found,
info.grass.user and info.grass.programmer, have had no traffic since 
I subscribed many weeks ago.
