Dave Buker used to be at Everglades National Park in Florida, but
at the time of the publication had no internet address.  You might
try Dave_Buker at nps.gov but I am not sure that he is still there.

Also, there used to be a program for oracle and grass in:
ftp://moon.cecer.army.mil/grass/incoming/OGI/source/grass.oracle.README
ftp://moon.cecer.army.mil/grass/incoming/OGI/source/grass.oracle.tar.Z

which appears to have been created by LAS of Canada.
