backwater effects

We are assessing planning options and reservoir operating policies for hydro development and are in need of including different social and environmental concerns due to flooding.

Has anyone dealt with producing backwater effects from flooding in a GIS way?  We have a DEM and a little bit of vegetation data (but no cross-section data for something like HEC).

We would greatly appreciate some pointers.
