What is Image Processing Workbench

I am trying to compile the code in the contributed software directory, in
particular the "src.contrib/EPA/grass.ipw" programs. It apparently requires a
library called the "Image Processing Workbench" which is not provided with the
GRASS4.1 source code. I would like to know what this workbench is and if it is
available for downloading.

Any information at all would be greatly appreciated.
