stateplane projection

I would use m.get.stp from src.contrib/SCS/misc:

     Mapset <hydro-dlg> in Location <SnakeRiver> 
     GRASS 4.1 > m.get.stp
     Enter State FIPS code or RETURN if unknown :
     Enter Two-Letter State or Territory Abbreviation :TX
     Enter County Name :McLennan
     4203

     Mapset <hydro-dlg> in Location <SnakeRiver> 
     GRASS 4.1 >
