Regarding raster maps

I'll assume that you really meant "r.in.ascii", as you're talking about 
raster maps. I just imported the following ASCII file successfully as a test:

north:      4001280
south:      3971040
east:       438840
west:       412200
rows: 2
cols: 2
 
-2 -3 -4 -5


Are you sure that you are formatting your file correctly? Are you working 
with integers or floating point numbers. Although r.in.ascii is supposed 
to round off floats, I haven't tested it with negative numbers. I'd be 
interested in knowing the outcome of your attempts - feel free to contact
