Hi, Kathy
Do these dxf files come from a highway department? If so, (and possibly 
even if not) they may not be drawn to a "standard" State Plane coordinate 
system. The originator should be quizzed for details on the coordinate 
system, and then you can compare these to the GRASS definition. You may 
have to make a new Location, and then use v.proj to reproject the 
vectors.
