Rectified Skew Orthomorphic projection

For all of you who may have to deal with the Rectified Skew Orthomorphic
projection, there is actually support in Grass for it.

The info is right on page 17 of the 1993 interim report on Cartographic
Projections Procedures rel. 4, by Evenden. ( for the proj program)

The "Rectified Skew Orthomorphic" is in fact an alias for the "Oblique
Mercator"...
