I have used Grass a bit, but don't currently have it installed to test the
commands available. I imagine there is probably a very easy way to do what
you want, but I would have to play for a while to figure it out. I have a
couple of alternative suggestions (though I am certain someone will respond
with a better idea).

The points you had were probably imported into Grass as "Sites" data, one
or more files. Convert these to ascii and reformat them to vector data
according to the file formats described in the Grass documentation, then
import them to Grass again. This would be tedious and time-consuming, but
possible. You would need the points "in order" so they would connect
properly.

Find a new map and start with a vector file. There must be a US state
boundary map somewhere. I have a program with such a map which I could
convert to arcinfo arc format if that would help. I don't know the source
of the digitized data, but you are welcome to it if you can't get your
points to vector format.
