ANNOUNCE: new GRASS 4.2.1 (V.17) - new TclTKGRASS 2.1

Dear GRASS Community,

the development is going on... time for a new GRASS Version...
Also the web-server is restructured to avoid confusion.

What is new:

 - TclTKGRASS with new modules and some improvements
 - r.tiff: Changes for TIFF - library management (thanks to Marco Valagussa)
           now the libtiff of the system is used.
 - RIM/GRASS interface working now 
        - src.related/rim - DBMS updated (thanks to Marco Valagussa!!)
        - src.garden/grass.rim (slight changes)
        - src.garden/grass.rim.new added (lot of changes, not yet in working
                                          condition)
 - d.3d (src/display): added missing color=color parameter for 
                           command line usage (important for TclTKGRASS)
 - LTPlus (src.related): corrections in LIBRULE management.
                            package should be compilable now...
