LTPlus updated again

Hi all,

some bugfixes were applied to LTPlus digitizing software.
You should be able to compile it now (at least on Linux).
Carl Anderson has spent more time on it, many thanks!

Support is welcome! GRASS support and the interface still have
to be improved as well as platform independence...
