How do I compile code in Grass

I am running Grass on a Redhat Linux system.  I downloaded Frank Warmerdam's
v.in.shape source files from his site
http://gdal.velocet.ca/projects/grass/index.html
And gunzipped them.  Now I need to learn how to compile them so I can use
it.  I looked in a couple Linux books but could not find something that
worked.  How do I compile the makefile and other source files to get the
v.in.shape tool to work in Grass 421.
