Announce: new GRASS 5 beta4 on Tuesday, 26. October

Thank you Markus,
        I am very glad also that GRASS is now copyleft.

        I have compiled it right now, and things go pretty well. On my
Linux system only two major
stops in m.proj and NVIZ.
Following you'll find the report and my fixes. Now I'll turn to the
64bit lane.

xganim
 doesn't compile because it complains doesn't find Xm.h ......

---> fix: Install Motif, or Lesstif (recomended -->
http://www.lesstif.org), or simply
             comment the xganim line in the file src/CMD/lists/GRASS,
and restart compilation.
