r.in.arc already (kinda) does this. You use gridascii from  Arc/Info,
then edit the header of the output file to match the specification
given for r.in.arc.  You also have to specify the null "sentinel" value
on the command line.  An improvement there, would be to "teach" r.in.arc
to figure out all of the necessary info with the items provided in the
ESRI header.  It's all there, just in a different format.

I think the ascii files are actually smaller than e00 files for grids.
I don't recall right now.
