It depends on the version of GRASS you are using. GRASS 4.x offers the
tool e00b2a to convert, in GRASS 5 m.in.e00 automatically extract
binary files and imports:

"The input file may be a compressed e00 file : m.in.e00 will automatically
recognize the format."

Get the GRASS 5 beta9 coming the next days. David D. Gray has fixed the 
module.
