Actually, there is working code to do datum transformations (3-parameter
and 7-parameter -- where available).  However, this functionality just
hasn't been worked into the projection wrapper code.  I'm not sure about
less general datum transformation methods like NADCON (and <insert name>
used by Canada and Australia).

The whole scheme of coordinate system management needs to be cleaned up
and reorganized.  Since this would impact a large number of programs, it
was decided to defer the task to GRASS 5.1 where several major changes
are already in the works (or planned).  In retrospect, I'm not sure this
was a wise decision...
