Well, it is placed on a regular place (/usr/include) so I don't
understand why it is not seen:

[root at brest SPECS]# locate zlib.h
/usr/share/apps/quanta/doc/php/ref.zlib.html
/usr/X11R6/include/X11/extensions/lbxzlib.h
/usr/include/bzlib.h
/usr/include/zlib.h
/usr/include/mozilla/zlib.h
