1. The "MesaLib" source code package does include the code to build
that library, but it isn't built by default. IIRC, you have to cd to
the widgets-mesa directory, then run "configure" and "make".

2. XFree86 4.0.2 and later includes libGLw/libGLwM, which provide
similar functionality.
