Vector layers are always transparent, i.e. "no data" areas aren't
filled, so whatever was on the monitor beforehand will still be there
afterwards.

If, OTOH, you are referring to translucency/blending then, no, there
isn't any built in function to do this. You would have to output the
layers separately (e.g. with the PNG driver, r.out.png etc) and blend
them with a raster graphics program.
