[GRASSLIST:4037] Postgres and GRASS connection

I am trying to use pg.in.dbf to bring some dbf files into postgres for use 
with GRASS 5.0pre5.  Postmaster is up and there are no problems connecting 
directly from a console terminal.  Postgresql and GRASS are both running on 
the same system.  I am running SuSE 8.0

I get the following error:

GRASS:~/Incoming/VECT > g.select.pg host=draco.local database=soils
Error: select Postgres:could not connect to server: Connection refused
        Is the server running on host draco.local and accepting
        TCP/IP connections on port 5432?
