[GRASSLIST:3622] Newbie questions

Hello,
 
Our organization is currently researching open source solutions.  Because we
are beginning to embrace GIS (via ArcView), I have started to look for a
solution here.  My questions:
 
Is GRASS completely compatible with ArcView data?  Or will we have to start
over from scratch?
 
Are there any towns or other local government entities that are currently
utilizing this product? If so, whom, and would they mind speaking with me?
