[GRASSLIST:3785] [GRASS5] "Krovakgis" projection implemented

Hi,

especially for Czechian and Slovakian GIS users there is
"Krovakgis" projection implemented now (uploaded to CVS).
Earlier we announced it as "Kavork", however, "Krovakgis"
may be a more intuitive name.

Sample PROJ_INFO file:
name: Krovakgis
datum: hermannskogel
dx: 653.000000
dy: -212.000000
dz: 449.000000
proj: krovakgis
ellps: bessel
a: 6377397.1550000003
es: 0.0066743722
f: 299.1528128000

Example (Krovakgis -> Lat/Long): Coordinates such as
  -568991.00 -1050538.64
 will be reprojected to
  16d50'59.179"E  50d12'32.442"N

As usual the result is not fully precise since datum transformation
from datum "Hermannskogel" to WGS84 is not yet implemented in PROJ4.
