Try --with-postgres-includes=no

I got this problem also a few weeks ago. The below worked for me. I'm not sure you are running into the same issue as me however.

Hello list,

I'm attempting to install GRASS 5.0.0, and I'm running into a wall.  I 
can't seem to convince the ./configure script that I don't want support 
for PostgreSQL.  I tried --without-postgres, --with-postgres=no, 
--without-pgsql... nothing seems to work.  Can someone give me an idea 
as to what I'm doing wrong?
