It may be possible to use a "chain" of converters, e.g. convert
PostScript to PDF, then PDF to WMF. [I only mention WMF because it's
one of Microsoft's own formats; I have no idea what PowerPoint
actually accepts.]

Another option is to process the layers separately. I.e. convert the
vector layer(s) to e.g. DXF (v.out.dxf). If PowerPoint understands
DXF, import that, otherwise convert it to something which PowerPoint
does understand.

The main issue is the extent to which PowerPoint supports standard
formats. Bear in mind that the decision as to which formats a
Microsoft application accepts is often based upon what benefits
Microsoft rather than what benefits the user.

It may be that PowerPoint only accepts Microsoft formats for vector
data. Or it may be that it accepts some other formats, but that they
are proprietary formats which are only generated by certain commercial
products.

It may help if you could tell us which vector formats PowerPoint
*does* accept. Then, someone may have an idea as to how to get data
into that format.

If you cannot get the data into PowerPoint in a vector format, then
you will have to rasterise it. In which case, a low resolution will
result in poor quality, while a high resolution will result in large
files.
