[GRASSLIST:2096] moving line attributes to another line coverage

I'm trying to move stream attributes from one map onto another. The 
latter is a better stream layer, that doesnt match up **exactly** with 
the old one. I thought the best thing to do is convert the old layer to 
raster, then use v.what.rast to move the attributes over, based on 
where they overlap. This doesnt appear to be working. Is there an 
analogous procedure to r.grow that "grows" by larger increments than 
one cell? That might do the trick.
